Course to be held during annual conference in Louisville, Kentucky, Aug. 14 – 19, 2016.
Doylestown, Pa. (May 2016) – The National Tactical Officers Association (NTOA) has announced a “Public Order Foundation Course – Introduction to Advanced Riot Control” practical track to be held during the 33rd annual Tactical Operations Conference & Trade Show, Aug. 14-19, 2016, at the Galt House Hotel in Louisville, Kentucky. It will be taught from Tuesday, Aug. 16 – Thursday, Aug. 18, 2016.
The “Public Order Foundation Course – Introduction to Advanced Riot Control” practical track is a three-day, 30-hour, foundation course that allows patrol officers and sergeants to hone their skills in a variety of practical, scenario-based trainings. The course will allow the officer to make the jump from a Mobile Field Force level to a more advanced Riot Control Specialist. This course is the basis of NTOA’s four-day High Level, Public Order Level 1. It is a hybrid of material from Hong Kong, the United States and the United Kingdom. It is 20 percent verbal classroom instruction and 80 percent practical hands-on training.
This course is designed to train Police Support Units consisting of one lieutenant, four sergeants and 24 uniformed officers into a unit that can use innovative and flexible methods to deal with modern day occurrences of demonstrations, disputes, spontaneous disorder, major/critical incidents and give support to counterterrorism initiatives.

- In-depth introduction into the use of advanced riot control equipment that meets an advanced riot standard
- Public order formations
- Tactics, techniques and procedures
- Close quarter combatives
- Riot survival
- Introduction to less-lethal force within a crowd
- Less-lethal munitions and legal aspects of their use
- Live simulated OC/CS agent training
- Integration of firearms
- K9’s
- Mounted law enforcement
- Artificial lighting
- Molotov Cocktail (petrol bomb) awareness training
- Law enforcement action
- Crowd behavior
- Crowd management principles
- Disorder scale
- Briefing structure and guidelines for civil disorder units
Geoff Perrin
This practical track will be led by Geoff Perrin. Perrin began his career serving six years in the British army. He then worked for 10 years in the Metropolitan Police Service in London, UK. He was a Public Order Branch Senior Instructor with C012-C011, Public Order Medic, Senior Tactical Advisor, Baton Gun Instructor and the Metropolitan Police C011 Defensive Tactics Instructor and Coordinator. As a soldier, Perrin trained in Belfast, Northern Ireland during the time of conflict in an armed capacity dealing with petrol bombs, pipe bombs and shots fired at British Security Services. As a Police Constable, Perrin was involved in over 500 serious disorder incidents. Since leaving the police force, he has worked as a military and federal law enforcement consultant. Perrin participates yearly in continuing education on policy study and current trends in public order at London Metropolitan Police Public Order Training Center, Gravesend, England, UK.
